In 2025 Dubai received 19.59 million international overnight visitors and had 154,264 hotel rooms at year end[1]. December alone brought in 2.04 million visitors, the first month to pass two million[1]. Those visitors share restaurants, cafés and beaches with the people who live here, and the MICHELIN Guide Dubai 2025 listed 119 restaurants across 35 cuisines[1]. Winning a guest's evening is now as contested as winning their room.

This year has tested every part of the sector. After the regional conflict that began in February, Dubai hotel occupancy dropped to 36% in March, and revenue per available room was 31% lower over the first half[2]. By August, occupancy had climbed back to 66%, which is 89% of the level a year earlier[2]. Relief measures announced in May include an exemption for DET-registered establishments from collecting the Tourism Dirham and the sales fees on hotel rooms and restaurants, with start dates left to each authority[3]. Rooms depend on visitors. A café, brunch or beach club also depends on the people who live and work nearby, and they find you on Google Maps, Instagram and WhatsApp. July and August were long treated as off-peak, yet Dubai hotel occupancy reached 70.3% in July 2025 to the 26th[5]. Holiday homes compete with hotels on the same apps

Every Dubai holiday home needs a DET permit before it hosts guests, at AED 300 per bedroom and no more than AED 1,200 a year[6]. Once licensed, your apartments sit in the same OTA results as hotels, and Booking.com alone accounted for 54% of the UAE's OTA hotel bookings in 2024[7]. Creators fill tables, and they now need a permit

Restaurants, cafés and beach clubs often lean on creators to launch menus and fill weekends. From 1 February 2026, every individual making social media ads inside the UAE must hold an advertiser permit from the UAE Media Council, with visitors applying through accredited agencies[8]. We brief only permit holders and file a copy with each campaign.

Rules we follow

Permits, fees and consent, checked before anything goes live.

Dubai's hospitality rules reach straight into marketing. A holiday home needs its DET permit before it hosts a single guest[6], so we confirm the permit before we list or advertise a unit. Hotels add the Tourism Dirham, which runs from AED 7 to AED 20 per room per night by hotel category, for up to 30 consecutive nights[13]. The May relief package also waived permit and licence fees for holiday homes[3]. Because exemptions start on dates each authority sets, we confirm which rules cover your business before a price goes out.

Guest data and outreach carry rules too. Under the UAE's personal data law, you need a person's consent before processing their data, apart from a few exceptions, and they can ask you to restrict or stop that processing[14]. Telemarketing calls are allowed only between 9am and 6pm, and never to numbers on the Do Not Call Registry[15]. Our WhatsApp opt-ins, forms and sales call lists are built around both.

Yes. Our office is in Gurugram, 1.5 hours ahead of the UAE, so when your managers start at 9am it is already 10:30 in Gurugram and our day is under way.
